FEDERAL AND CALIFORNIA REPORTING
WH-347 vs California eCPR: what is the difference?
WH-347 is an optional federal certified payroll form; California eCPR is DIR’s electronic payroll reporting workflow. A covered project may require both, so one output should not be assumed to replace the other.
Different formats and submission routes
DOL’s January 2025 WH-347 records weekly payroll facts and a signed Statement of Compliance. DIR directs contractors and subcontractors on most public works projects to electronic entry or an XML submission through its Public Works Website Services.
A PDF, an XML file and a submission receipt are different records. Confirm the recipient, accepted format, signing requirements and reporting schedule before the first payroll.
Prepare the underlying records once, verify each output
Both workflows depend on accurate project, worker, classification, hour and pay information. Their fields and submission rules differ. Keep the original payroll records and reconcile the figures rather than assuming a file conversion proves the second report is complete.
Where PaidReady fits today
I built PaidReady for payroll imports, findings before signing and a preserved federal WH-347 record. Federal WH-347 is supported today. The California DIR eCPR XML export is beta, requires SSNs at export without storing them in PaidReady, and has not been verified through a real DIR upload.
The beta supports one classification line per worker and no cash in lieu. Daily detail CSVs help with manual entry but are not portal upload files. Other state portal exports are planned. PaidReady does not replace your payroll provider or automatically submit to DIR.
Frequently asked questions
Does WH-347 replace California eCPR?
No. Follow DIR’s electronic reporting instructions when they apply, even if you also prepare a federal WH-347. Confirm your contract and recipient requirements.
Is eCPR XML the same as a signed WH-347?
No. XML carries data in a schema for a receiving system. A signed WH-347 includes the federal reporting record and certification. Neither by itself is proof of a successful DIR submission.
Can PaidReady submit either report for me?
No. Your team follows the recipient’s delivery process. PaidReady supports federal WH-347 preparation and signing and offers a limited California XML beta export.

Try your first report freeIn PaidReady
PaidReady records the facts these rules depend on, determination versions by date, classifications, hours by day, fringe and apprentice facts, and reviews them with explainable checks before you prepare and sign the WH-347. It does not decide which laws apply to your project and does not replace your payroll provider.
